I agree with this. It explains why “more content and higher completion rates” still don’t translate into better performance. Learning sticks when people feel safe to ask questions and make mistakes, when they have real agency to practice and apply judgment, and when the work connects to meaning and identity, not just procedures. I also like the framing of human-centered learning as infrastructure, because it shifts the goal from delivering information to building durable capability across the organization.
